据参考消息，路透社4月4日报道称，乌克兰第二大城市哈尔科夫市市长和该州州长表示，4日早些时候，俄罗斯无人机袭击了当地一幢建筑物，多人在袭击中丧生。

哈尔科夫州州长奥列格·瑟涅胡博夫在“电报”软件上写道，哈尔科夫市当天共遭到4次袭击，一栋公寓楼的高层遭到破坏。

哈尔科夫市市长伊霍尔·捷列霍夫说，一次袭击引发了火灾。还有另一栋建筑部分垮塌。

路透社称，无法从独立渠道核实这些说法。

报道称，哈尔科夫经常遭到俄罗斯无人机和导弹袭击。俄罗斯上周对该市使用了一枚炸弹，造成一人死亡。本月早些时候，该市一个工业区遭到导弹袭击，导致5人死亡。

据新华社此前消息，乌克兰独立新闻社3月30日援引乌中部能源公司消息报道，乌东部最大发电厂、位于哈尔科夫州的兹米耶夫火力发电厂已在俄军3月22日的导弹袭击中被摧毁。

俄罗斯国防部当地时间3日通报称，过去一天，俄军在多个方向打击乌军，摧毁乌军装甲车、美制和英制榴弹炮、无人机生产和仓储机库、武器库等乌军装备和设施。俄防空部队击落乌军164架无人机和2枚美制“杰达姆”炸弹。

乌克兰武装部队总参谋部同一天发布战报称，在过去24小时内，前线地区发生54次战斗。乌军对俄多个人员及军事装备集中区、防空系统、雷达站、电子战平台、无人机控制中心实施了打击，摧毁俄军1门火炮。

俄外交部：北约正重回冷战思维

俄罗斯外交部发言人扎哈罗娃当地时间3日表示，在北约成立75周年之际，北约又回到了冷战思维，“北约与俄罗斯的关系回到了冷战时期”。扎哈罗娃还表示，北约在当今的多极世界中没有立足之地。

1949年4月4日，美国等西方国家在华盛顿签署了北大西洋公约，决定成立北大西洋公约组织，同年8月24日各国完成批准手续，该组织正式成立。

北约成员国对军事支持乌克兰意见不一

当地时间3日，北约在比利时布鲁塞尔召开外长会议。北约秘书长斯托尔滕贝格当天呼吁向乌克兰提供长期军事支持；但匈牙利外长西雅尔多表示，不支持任何可能升级俄乌冲突的提议。

斯托尔滕贝格在会上提议为乌克兰提供一项价值1000亿欧元的五年期支持基金。提案要求北约32个成员国按照北约国防预算的缴费比例向该基金捐款。

按照会议议程，各方将就斯托尔滕贝格提出的建议展开讨论，以便在今年七月美国举行的北约峰会之前，完成一揽子计划的制定。然而，这一提议只得到了32个成员国中英国、波兰和拉脱维亚的支持。

匈牙利外长西雅尔多指出，匈牙利反对任何有可能将俄乌冲突升级的提议。西雅尔多呼吁北约成员国外长在会议上基于常识做出决策。匈方不支持此次外长会上有关升级战争或改变北约性质的提议。有官员坦言，北约没有预算，也没有筹措支持款项的方法。另有一些与会官员认为还需要对各国具体支援的比例进行详细讨论，同时认为在没有具体计划之前承诺长期支持乌克兰并不明智。

而除了在对乌克兰提供军事支持方面意见不一，各成员国还在北约扩员、北约秘书长换届选举等问题上面临分歧。
